I'm new to CS and I had something similar, with stuff being imported when I had plenty of stuff being created. I think it comes down to a lack of transport options, but I'm happy to be corrected
Connections.
If you have them on a closed circuit, they will work fine with each other.
If you add in an outside connection, then there is a chance that they will not fill each others' orders.
I use the Transfer Controller Mod so I can specify which elements will import, which ones will request from local providers, which ones ship only locally, and which ones can export. It can also specify zone to zone transfers.
Without that mod, I have best results either from having all my industry packed together and very well connected, or where the roads are a closed circuit and trains handle the transfer of finished goods - with the trains themselves on rails that do not interact with external routes.
Yes, I'd say to keep an eye on the number of trucks in use. If anything is being overproduced, the trucks can all be used up exporting and leave nothing to do local transfers
The vanilla fix is to have at least one storage building on fill to do local transfers, and the others on empty for exporting
The mod fix is one of the Transfer Controller or Transfer Manager mods

METM will work, it has an option to reserve local trucks. It's just a bit old now.
