Go in cmd/powershell. Type
E:
cd Playlist

Then you should be in the correct directory.
There you can type the two sync commandsfrom earlier
spotdl sync query --save-file playlist.spotdl
for the initial download of the playlist and the creation of a sync file.
Now, whenever you want to sync, use
spotdl sync playlist.spotdl

Sry, i mixed you up with somebody else. Sync is a feature that automatically syncronizes playlists with the directory in case they change in sporify (songs added/removed), but you don`t need it for a single download.
You can just use the regular download commands
spotdl download url

At the beginning, the most important thing is to program and doing excercises. Starting with simple ones, like adding numbers, from 1 to 100, to more advanced ones

for the sync btw, if I want to download new songs that I newly added to my playlist in spotify can i redownload my playlist using the spotdl command and will it not redownload the ones that i already have and only download the new ones
