It definitely should be! Even keeping your board in a car or hot space and letting it heat up repeatedly will make it feel dead and popless. Water definitely will too.

To be honest it was not my board but it was a friend and he made this thing and that’s the only way it will move without the staring being inverted

That could be in part, because the trucks are on the kick tails, it makes the angles they sit at more extreme which makes them less turny. I've got a similar frankenboard setup and even with some angled risers it doesn't turn well. It's got far more lean then turn. It's also twitchy but really fun to mess on.

Nothing wrong with a complete for a newer skater. You don't know what specifics you want yet and it's typically much cheaper. It's a great starting point.

By the time they need a new deck they'll know what to look for. They'll have an idea if they wanna try a wider deck, or softer wheels, or higher/lower trucks. To figure that out, a complete is a great way to start off.
My typical skateboard setup (outside of longboards) runs around $175ish USD, so a $80USD complete is a nice start

you can definatly achieve that goal, I think you could have a look at drawing up the designs and then implementing them in best on an art software
