#Sins wont spawn

Im playing on minecraft version 1.19.2 using the fear nightfall modpack and im trying to get the materials so I can kill herobrine.
im using son of sins version 2.1.5b for forge. I sacrificed 10 villagers in blood and no sin spawned in. I also tried killing myself in the blood to see if it would spawn and it still didnt. Maybe a part of the modpack disables this but it wouldnt make much sense. I was using version 1.1.1 earlier and tried to spawn them in using the cursed apples and after the very bad omen timer was up nothing spawned. I am playing on hard mode.

I think Herobrine scared of u so he stopping you from getting the material to kill him
