I think this refers more to the position of its "supplement"(they mentioned it as 扩充 and 文案包装) for CN than to the writer of the stories themselves.
The copywriting and subtitles provided by CN(and JP/KR that are translated from it) are sometimes quite different from the English ones. It always has a level of alteration or addition that is clearly not just a translation done. 文案包装may include descriptions of robes and wands. The Chinese version is as beautiful as a poem.

Which is why I don’t specify as season’s stories but season contents in general. Sometimes they may come up with ideas for concept first, then let the writers team(Rob DeBorde) do the rest. According to what they’ve said in wb interviews, it could be other way around as well.
