does not matter. undervolted you should at least hit 30k in a 10 minute run

your main culprit is thermal throttle for sure

#

check how long it takes the cpu to hit the 97 degree thermal throttle limit. Also you can tweak the throttle limit to 100 degrees in throttlestop

lower the p core ratios. Stop using vantage bloatware, use throttlestop. It is lightweight and gives you higher PL range
