Describe the issue:
woke up this morning to having to input bit locker info to start up my laptop then it went to automatic repair and it failed. also it says that there's a log file but it's on an E drive when I only have a C and D drive.
What have you tried already?: restarted and soft ec reset
When did it start producing the issue:

tried booting to safe mode from the repair screens and tried uninstallling last update and still same
safe mode just didn't work at all

So reinstall windows with a usb and wipe all partitions.
