#CPU has a max clock of 2.7ghz after unplugging the laptop then plugging in again

Describe the issue: Specifically when not using the laptop then plugging it in again and using it. Nothing fixes this issue besides restarting. throttlestop and power profile are all correct and at optimal levels. this is for an i7 11800h.
What have you tried already?: Bios update, disabling throttlestop, cycling power profiles
When did it start producing the issue: a few months ago, I've had the laptop since january 2023
Did you install new drivers or software?: Newer bios but even downgrading has not fixed the issue
Can you provide images/videos to show us the issue: do not have any but the cpu caps out at 2.7ghz in games when it normally sits at 4-4.5ghz.
