14+ on a good overclock is possible. I got 14400 GPU score on 4070

If you download gpuz (free from techpowerup) you can see what version you have. I'm working on figuring out how to overcome voltage limits. I've successfully done so ONLY on 546.01 driver and 2 separate laptops that also have 4070m. But considering your score is much lower, I'm seeing what version you have for vbios. If yours isn't one that allows 985mv then we need to get you that one first lol

I actually achieved 14400 GPU score (only a few points higher) but it wasn't stable.
On 985mv you should be 13800 ish graphics score with +245core +1200mem

I'm stock ram. Just 32gb in that test (64 currently)
It's a good CPU don't get me wrong. but currently held back by lack of aftermarket undervolt software support and temps. (Aside from uxtu which works but only all core not per core) 5200mhz ram limit and others.
In all benchmarks I've seen so far. This CPU holds the GPU back

Using gpuz (go to settings) and select stay on top
Open a game, set Max graphics (or run timespy in Windowed mode not full screen) and see what voltage you're currently getting I think you may have the oddball one that only goes to 975mv this one I mentioned, that I just suggested goes to 985mv (and also boosts to 145w regularly) with driver 546.01 and a few tweaks it can actually override the default voltage limits going to 1.0v and 155w
If you want to go nuts there is a 4060ti vbios that once edited for our GPU being that they are both ad106 chips, that if you edit the pcie pin connection hex it will allow 160w Max and 1.075v (155w limited though because of our power brick and 1.075v)
Ill do that after I clean install windows, I've been planning to do that,
for a while now, I have the time now to do it so I will do it later.
