#GPU not reaching 100% Utilization despite no CPU bottleneck

Lenovo Legion 5 Pro 16ARH7H

Describe the issue:
GPU demanding game like Minecraft + SEUS PTGI maxed at 80% GPU Utilization despite CPU isn't bottlenecking it.
At first i suspected it was due to the TGP limit at 150w, but i tried reducing the game resolution, and the watt usage
also reduced instead of sustaining at around 150w.

What have you tried already?:
Tried switching between power profiles (Balanced, Performance), tried toggling GPU Overclock

When did it start producing the issue:
few weeks ago

Did you install new drivers or software?:
I reinstalled my Windows 10 and used drivers provided by Lenovo website

Heavily cpu bottleneck'd game single threaded wise unless modded to hell and back with optimization "patchwork"

And even then you might get into engine limitation

Free to use more shaders/gfx effects turned up i can easily hit 100% with lighter shaders than seus ptgi

KSP gets my cpu to 95C with 60W

while something like fortnite has it chilling at 85C

bc ksp really heavily stresses specific cores
