Model: Lenovo Legion 5 15IAH7H - Type 82RB (i7-12700h, RTX 3070)
Issue: While playing Overwatch 2 or any other game, the frame drops from an average of high 200 FPS, to 140-160 or even 60 FPS. I've noticed that when this happens the CPU usage is extremely high, and the GPU usage is very low, as if I am being bottlenecked by the CPU (this shouldn't be the case as my computer is powerful enough to run OW at high 200 to 300 FPS consistently. I have usually have the D-GPU only mode, however when I was working I had it on hybrid for a short time, but switched back. I am up-to-date on the Vantage software.
I have tried: Setting the preferred performance mode in Nvidia control panel to maximum. Rolling back GPU drivers with clean install (from version 531.68, 531.61), even uninstalled the latest Windows cumulative update, just to see if they would fix the issue. I have reset BIOS back to default. I also did a full scan on my computer files.

Installed: Nvidia drivers and the latest cumulative Windows update for Windows 11.
