How do i stop it? and how do i know if it is still on?
Use software to look at power usage, like hwinfo64. In the settings in there make to sure check the box for do not wake sleeping gpus.
#legion-toolkit will show you the power state of the dGPU.
For stopping it, you have to find out what program(s) is using it.

That’s the wrong screen. You select sensors only when you start the program.

Yes. In there you can find the dGPU and see if it’s using power.
it only shows GPU[#0] which is the integrated graphics one (AMD)
Could be asleep already then. You mentioned not have power plans. No idea what this energy star plan you’re talking about is, but the legion power plans are in #1020285176531669012

Back ground bloat, bad power plan settings, many things.
