Model: Legion 5i Gen 7 3070 Ti Intel I7 12700H
Describe the issue: I found 2 performance cores throttling. While gaming, the cpu temperature constantly around 80-90
What have you tried already?: During gaming lift up laptop, room AC very cold and set to performance
When did it start producing the issue: From the start when I bought, about 10 days back.
Did you install new drivers or software?: Yes, I updated windows drivers and nvidia drivers.
Can you provide images/videos to show us the issue: yes refer below

Yes, brief spikes of up to 100C are "normal" for Gen 7 intel Legion 5s. In performance mode benchmarks, it runs at constant 96C.

Apparently Lenovo thinks that is fine. If you don't like it, there are a few things you could do to change it: more aggressive fan profiles via Legion Fan Control, disable turbo boost in windows power config, or set lower PL2 with ThrottleStop or Intel XTU
Personally I wouldn't worry about it unless you are running it constantly at that temp

don't try to disable boost, it is meant to throttle so it can give you max possible performance
i've ran laptops at over 90C for years and they're still working to this day

I am not able to use Intel® Extreme Tuning Utility (Intel® XTU) . It ask to enable Undervolt protection in BIOS setting which I can't find.
I guess try throttlestop. The main options you can use are "Speed Shift EPP" and the TPL menu. See this article for an overview. Most other options won't work because the 12700H is a locked processor. https://www.ultrabookreview.com/31385-the-throttlestop-guide/
