No shit sherlock, you can run at at 8K Ultra Nightmare settings and get bad fps

So try to describe it further. Is the gpu not using the power it should be or what?

Use either Msi afterburner + riva tunner or hwinfo and let it run in the background, then tab out to see how much power the gpu is using. In a GPU Bound game (Not CSGO), the gpu should use between 80-95W
