Originally it was not intended to be a feature. While there has been talks around implementing something like this there would have to be a governance proposal passed prior to any work starting on it. And as of now there has been no such proposal passed.

It's hard to predict.
The illuvitar market does still seem pretty slow, so although there is a lot of interest in the promo because they look great and there is alot more added value this time around, i'm personally not expecting anything earth shattering in regards to sales volume.
Very happy to be proven wrong though.

final number depends on amount of accessories you added. For 5 accessories, you add another 50%. e.g. if you have 5 accesories each giving 10%, your final multiplier would be would be 10%+10%+10%+10%+10%+50% (for having all accesory slots filled)=100%
