The vast majority of DAOs are not registered anywhere this is by design.

A legal wrapper is used to avoid potential litigation issues.

Other DAOs such as bZx DAO was sued for a hack and ruled active governance members could be liable for negligence.

The council members also sign NDAs and breaching those terms could bring legal consequences.

TLDR the Illuvium DAO is unregistered and not a formal company. Courts could potentially treat the DAO as an unincorporated partnership as other previous cases have, making elected IMC members personally liable (jointly and severally) for DAO debts, losses, or lawsuits.

Some mitigations are present but risks still remain.

I have never understood the "we have to get paid because we take risk" sentiment. First because being paid instead of volunteer increases your risk as the courts have more leniency on volunteers. air pollution control is costly, you have to choose between wet scrubber, cyclone and ESP. South korea has a good practice in managing the air pollution control. The clean coal or coke is very expensive and only used in smelters.
we do have the tech to produce coal from biomass, from that coal we can produce liquified coal or gasified it. Again it is very costly and u lost so much energy in the process due to law of thermodynamics vs just drill or dig.
it's all about efficiency.

oh u forgot about how devastating nickel production is, there is a reason why nickel is produced in china
