Well imo the Beta Testers should be the active members of the community as you mentioned, and those who are willing and has the ability to contribute time, and knowledge. Maybe I'm biased cause its clear that I really want to get access to the Beta, But it's really how I think it should be.
You could add a requirenment of holding an amount of ILV, Which proves the members are really into the project.
If you want really few people, you can set these two requirements I mentioned and on top of that you could ask us members to apply a form of why should we be accepted, and what do we have to contribute. @rich terrace

Another thing to bear in mind is what can people bring to the table? Who is better for closed beta, a 100 ILV holder or someone who is QA at a AAA studio for a day job? It's why a form might be good to help include people who don't meet requirements. Say "everyone who meets X, plus 500 wildcard spots"

Beta tests became something people want to get into for the prizes they usually give afterward, We need not forget the reason why Beta tests exist in the first place, It's for the GAME and not for US. incentivising a certain amount of ppl can be a good thing about a project if all the individuals in that group are willing to perform their best..giving them rewards doesn't necessarily provide a good morality , for ie. i could talk shit all day long saying "i feel that skill is rubbish ..i don't like the looks of it because it doesn't shine to much" , and so on, and also brings in more ppl that would be willing to do it just for the rewards. On the other hand if u don't reward them anything , but u still have tons of ppl willing to test , u might have a better group with stronger skills and morals , motivated to help the project perform because they believe in it and they invested in it. Don't get me wrong u could also have the others to, like ppl that only want to learn the game upfront and have a skill advantage at start, but i do believe that it will be a lower % than you would have if you would incetivize them. What could be done though , is have hidden rewards, based on a player's contribution , and also based on the relevance of the contribution he made. Obv that way ppl who will join for the know how in advance prob wont be rewarded anything but the ones that will truly do it for the purpose of it will be given credits.

Holding ILV will probably not be a requirement.. "you can not buy your way into the beta" has been stated before.... I believe a "tester" should or will only have access to a portion of the game.. and things might even change after the test phase.. as in locations of minerals to mine or any knowledge advantage a tester might gain.
