As long as ILV is staked in the staking contracts (you can see it in the vesting tab) then that staked ILV is eligible to receive revenue distributions.

Without cheaters we would get 20% more (+25% in this case if we take 24% as a base)
So not giving us the remaining 20% means that the presence of cheaters effectively diminished our airdrop for this season
If the rest of the airdrop is distributed later it won't necessarily reward those who farmed in season 1
