Then I doubt a mod causes this, I usually find this kind of debris too. Most of the time it disappears when you look away and look back to it.

yeah but i didint want them to go away

i wanted to be able to pick them up and move them

but the mod i had downloaded was saving the bits which is what i wanted but was not letting me pick them up

You can use mods to retain the small debris, and probably you can't pick it up because the game deactivates the grab interaction for small debris, I'm not really sure if it is intentional, a bug, or a engine limitation. A dev probably would know but they're not at office today so we'll have to wait :)

i deleted the mod that kept the bits then the bits deleted themself after i looked away

You should be able to pick up small debris; that’s the intended behavior (no mods enabled). And yes, for performance reasons, small debris is removed when it’s out of view.
