Hi!
If I want to start Teardown it dont work. It open a black-blue screen but after 2 seconds it will be closed and I am back at Steam.

You may be out of storage. 131MB left on your drive is nothing... I recommend cleaning up your storage drive. I usually use a program called SpaceSniffer to find big files that I can remove
