That error occurs when your antivirus conflicts with or flags Teardown. Please add a exclusion to the folder containing Teardown and try again.

I restarted my PC, that did not work, then I searched my entire PC for anything that might possibly be an antivirus software and deleted the ones that might be, and deleted the VPN I have and it still does not work
