It's a built in mod called the "Screen Recorder", it outputs your video file as images located @ C:\Users\YOURNAME\Documents\Teardown\movies. You can run the following script from a .bat file called MakeMovie.bat that should be included. If not, it's provided as an attachment to his message.
If FFmpeg is missing from your computer (it is required to compile the images generated by the game into a movie), you can obtain a free copy from the official website.
