I want it to revolve around runes on their tongue and writing runes on people to give temporary boosts or having different effects

So far I have a level 3 ability for it

Runic Voice: You can choose the type of rune at the start of gaining the subclass
1d8 damage
Fire - Changes the damage fire, can light small objects
Cold - Changes damage cold, -5ft movement
Poison - Changes damage to acid, can hit 2 people 5ft away from each other
Wind - changes damage to bludgeoning, Push 5ft

Damage scaling
1d8 - level 3
1d10 - Level 6
1d12 - level 10

Once the theme/philosophy of a given subclass is selected, bard subclasses tend to be built according to a certain format:

Level 3) alternative use of bardic dice + miscellaneous thematic ability
Level 6) alternative thematic ability that fits with the design philosophy
Level 14) a buff to the alternative bardic use introduced at level 3

Lore, eloquence and swords bards are really good examples of this. Lore doubles down on all of the core class abilities. Eloquence focuses on the theme of being a talker, and swords focuses on bladework. I'd recommend looking at these for inspiration

I like the idea of speaking runes to buff your allies weapon damage, but why tie the damage buff to certain levels when you can just tie it to your bardic inspirations?

I'd recommend using hex as a benchmark for how to treat this ability

I also think you maybe want to rethink the way the additional effects you're applying work

I will say the cold option reducing movement and wind pushing 5ft were actually really interesting to me, because they mirror weapon masteries from 5.5e

Maybe look through the weapon masteries and use them as a blueprint for the additional benefits?

and maybe say that rather than picking one damage type on selecting the subclass, maybe they pick when applying it to the weapon?
