Uh, steal control of a golem that took 50k+ gp in materials to construct with a 4th level spell slot? No.
Consider the fact that WISH of all things only goes up to 25k, and that is an effect that causes the stress from wish.. this is nonfunctional without severe limitations.
This is definitely a non-starter in balance. The wording is also questionable.
Could you get with the program that this is for a low level wizard or warlock. Plus it's just an idea you don't have to be harsh about it.

I apologize for being stern about it. The issue is not about whether it works for a low level wizard or warlock, but in how expansive the spell allows for it. If you want it to work as a 4th level spell, you need to put some limiting factors on it. For example, a reasonable duration. Until dispelled for something like this is not appropriate for 4th level. It also shouldn’t work for just about any creation. It could require that the CR of the creature is equal to or less than half of the caster’s level.
The real question I will ask is this: Are you trying to make this for a campaign of your own with you as a DM? Or are you just throwing out an idea for general use? If this is intended to be used in one of your campaigns, this kind of effect is likely better off being tooled as a magic item that you can use spell slots to give charges to.
As a general use, this is not balanced and requires a lot more work. The idea is neat, it is just unrefined and needs to be refined to see actually healthy use for it.
CR of the creature is equal to or less than half of the caster's level.
For one, I'd say make it based on the spell slot's level.
On the other, it opens a can of worms. If you don't know what CR that sleeping golem is, cast this spell and find out. Does it work? Then it's lower leveled. No? Probably higher level. That's some wierd metagame shenanigans.
The problem I have with this spell is that it's so oddly specific. You need to run into an inactive automaton that you know isn't going to wake up in the next hour, have the spell component (can't use a focus since a cost is described), and have a...piece of magic ascribed to it...?
And...what's the extent of your control?

True, there’s other ways. The point is that the original design of the spell is just unusable. But if you want to think of it in other possible ways..
