#Need Help How To Introduce New Campaign Idea To My Players?

So I got a weekly group for a campaign but players have been mentioning putting current one to pause so I have been preparing a new one but its start has time related plot which i am not sure to keep surprise or tell them before hand.

Starting plot as follows, as follows:
1.Its a go back in time and save the world before its end kind of plot

2.upon defeating the void elder dragon when party of lvl 20 find its summoner who used a hourglass which turned back time so he could fight at his peak. defeating him a npc mentioned by surfacing himself and using the void dragon heart he can send them back 2 years so they could stop all of this from happening.

3.Party goes back in time to lvl 5 and with the hourglass which has 60 minutes worth left as using it one member of party can turn back to his lvl 20 self. They must stop the atrocity from happening by using this hourglass and things they already know form future to stop their past from existing.

Now I am not sure weather to explain all of this to players from start or have them run a one shot for lvl 20 stuff then ask if they want to play such campaign as keeping it surprise sounded nice at start but knowing how player preps char in campaign vs one shot could be a bummer.

this demands a very coordinated set up between pc and dm, a one shot is required if you want it your way or make it episode 1 where they get to have the lv20 fun . instead of turning 1 person into lv 20, how about the hourglass let each of them cast anything of their class for one time through out the main campaign at the highest level (fireball lv 9 or straight up a 9th level spell). so each member has a free out of jail card for the party basically if they are holding the hourglass, good luck balancing though.
