So what do you expect what we do now? There is like no information except for your cam is not using the resolution you set.
What resolution do you try to set, what do you get? What camera are you using? Givce us at least something to work with please

You could try to run:

v4l2-ctl -d /dev/video0 -c video_bitrate_mode=1
v4l2-ctl -d /dev/video0 -c video_bitrate=15000000
```Then restart crowsnest once again
