no you should spawn with it. If you are playing a modpack ask the pack creator if they disabled the ring or added another way to get it

Ring randomly not spawning on hardcore is also a common problem for me
(that's why my starter pack includes second one as backup)

You could just enable to config that makes you spawn with the ring equiped...
