Have a family member who can't access the store page on their quest 2, they are set as a secondary user on their quest so my account can be the main and share games. Instinctively I have a feeling this is why they can't access the store.

They did get the game from quest store, but are you saying they can't use the store as a secondary user on the headset?
(To clarify all games are installed her side on the headset, I simply have my account as the primary for library sharing. But for cards she downloaded it directly from the quest store)
