On Steam there's two steps for buying IAP. First you load your wallet, and then you make a second purchase using the wallet for the IAP. Did you complete the second step, or is the money still in your Steam wallet?

Yeah, I did. I contacted steam about it too, and it was an error on their part. It's all situated now. Thank you for the quick reply as well
