You cannot link your steam and oculus accounts.

You can go on your oculus to your current account, Settings>Account and you can link an email to your account.

Then you can log in on PC.

Same if you want to link a steam account to email to play that account on oculus

You cannot link Steam <-> Oculus.
You can login to a Steam/Oculus account via email to use it.

Log in with the (Steam/Oculus) account, go into your watch menu's "Settings" menu, and then "Account". And you can associate an email to the account.

Once you've done that, you can log in to that account on either device just by using the "Sign in with email" option

Then when you click "log in with steam" it will go to the account linked with steam and "log in with email" will be the account linked with email.

They will always be separate accounts though.
