I deleted a bunch of things a couple weeks ago, both playlists (that were in random folders locally) as well as Tracks that I just didn't want in my collection, and this week they seem to all be back.
Not sure what I did in-between, but nothing major. I likely restarted the MA server at least once, and maybe upgraded it?
Expectation is that anything I delete from the MA interface stays gone, of course.

The underlying playlist or tracks are probably still there. The message you receive when removing from the library mentions they will come back at the next sync

Unfortunately that is not how it works. You need to remove them from the path. These is no way to exclude tracks.

Yes it does make sense to me. You have files on your local server and you have asked MA to add all of those to your library so that is what it is doing. The utility of this is when significant changes are made to the metadata of a track that can exceed what MA is able to cope with. You can thus remove it from the library and at next sync it will be reimported freshly. If you don't want the file imported then you need to remove them from the path. You can setup multiple providers to different shared folders as well if that helps
Having said that you can always open a feature request on GitHub. Our efforts are guided by the community votes.
