Dynamic route not-found page not being used

Hi, newbie to Next.js here
I'm trying to show a custom not-found.tsx page for the users/[userId] route when the userId doesn't exist but it's not working
If I create a not-found.tsx file in the root folder or in the users folder it works, but not with users/[userId]
