why do you set up the build step for tailwind separately? set tailwind up with postcss according to the official guide https://tailwindcss.com/docs/guides/nextjs

(create-next-app should set it all up for you)

I don't want to use run dev because I want to build static, tailwind works runtime in next js, when I next build tailwind it doesn't include
