For PvE mob farm, which abilities can have their cooldown reset, for which classes, and what are their requirements?

You need levels and the right skill card, the helmet cdr only reduces the remaining cd after levels and card, so of you dont reach 0cd from those, the helmet wont do the trick (i.e if cd is 3 from all levels+card, it will be 3 * 0.7 with +25 helmet, still 2.1s cd)
