As seen in the photo the quality is really bad, I put all the settings on ultra put it is still like this, why?

Funny how he says "I don't believe I've seen your face here before either" he ain't got no eyes..

Tho the game loads in the low quality models first and then the high res models, might be slow loading, limited Vram or anything relevant to this that's the issue

depends on your game card, like someone mentioned above, your pc can't handle ultra settings so it's best to set it to medium.
