Cyberpunk went into full development after the last Witcher 3 DLC, which was May 2016. Before that they had maybe a few core members working on it. So May 2016 to December 2020 is like 4.5 years. So HL is probably around the same at the moment tbh, but will probably be around 5 when it releases.

But yeah, people think Cyberpunk was in development for so long. But given 4.5 years, having to build every system practically from scratch, with a less than ideal management.
