Well, the game is using Unreal Engine 4 which already has a lot of modding tools for it already, so unless Avalanche has a custom packaging system we should see some basic mods almost immediately. Adding a whole quest might be a while though. But if the PS quest is only 'hidden' on PC then it should be pretty easy to mod back in.
