Because there's a lot of work, money & time put into place for the date they've determined. Moving up the date just because of leaks would be an insane amount of rush work and overtime, and it also messes with marketing schedule.

The company doesn't go into hibernation when the game releases - they have a ton of work to do on day one.

i feel like 30fps on consoles is easier to play than on pc. On PC I can feel the difference more and is making the experience less fun but lost of console titles that ive played in 30fps I haven had any problems. Probably because of the different feeling/gamepad controls
