I just saw that at sys req for 60 fps 1080p, it writes only ssd whereas for 30p it says hdd supported. Does this mean that you can only get 60 fps if you have an ssd ?

It means that having an HDD massively impacts your performance and might lower the presentation compared to an SSD

It won't. Bethesda gives much more advanced tools to mod their engine than most other games do. Plus the Skyrim modding community is second to none.
