It's helpful when starting the build, but you can trade it out for Renewed Vigor/Sub-Zero Seal when you get enough Rage/DMG.

For Ice builds, "While Surging".

For Poison builds, it kinda depends. Poison has the shortest duration on its Surge, but you can get right back into it if you happen to time it right. In Tempered Inferno though it might be rough to enter it.

For Thunder builds, if you're going against a lot of enemies, or have a Skill-heavy build that charges it fast, "While Surging" would be the go to. Otherwise, "Not Surging" is a good alternative.
