Sometimes when you complete a mission, you may get rewards that are below average, that's when you are awarded Catch Up Points.

That menu is where you claim them by clicking on the button on the right and selecting if you want Souljades or Carved Crystals from it. You can only claim your rewards from Catch Up Points for every 600 Fatigue you consume.
