while good internet helps, your ping is mainly based on how close to the server you live on. Every different person's game is effected differently off of this. Though when it comes to weapon hit stagger, each hit staggers for a different amount of time. With each consecutive hit decreasing the amount of time you cannot move. Because of this there will 99% of the time be an action you can press that can get you out of that situation (without using abilities).

Rn their issue is their fps suddenly got much worse. The CPU can't be to blame for it, because a CPU doesn't suddenly get much worse (we ignore the intel 13th/14th gen fiasko). So for that case, you'd be right for looking at windows updates or things of the sort
