Assuming you're talking about personal experience here, these things have a lot more to do with the desync introduced by your ping than anything else
For double parry for example, by the time you say them parry the first time and released, due to your ping, so much time passed that they can input another parry and it reaches the server in time, especially if their ping is on the lower end
You'd essentially have to release while they are still in their first parry anim

The thing that matters is the time difference between animations, and that difference stays consistent

As long as that stays consistent, the server cannot physically allow you to parry faster back to back, because it relies on your client to send the information, which is tied to the animation

No matter how you twist and turn it, the animations align, and if they do, there is no difference of how fast back to back you can parry based on fps

Your parry might activate more quickly on singular parries, which given input delay is not something I disagree with actually, but on back to back parries the window remains the same

Back to back parries don't care about fps at all and the timing difference at worst is less than 3% of the average human reaction time

Saying that high fps is unfightable and once they go down to low medium fps they get clapped just because of that is, in my personal opinion, omega cope

People like Frozt do insanely well on low fps

People who're really good at 1v1 say the difference for neutral is not as insane
