There used to be pre-requisites for a lot of them, but they seem to have removed majority of them. Like for example, the Thunderbolt buffing ring would only be able to appear if you grabbed at least one Thunderbolt summoning ring before, but now it doesn't care. It's much more random, but you can influence it by going for rings among that same collection.

Matchmaking can be pretty rough in Showdown, but around reset which happened <t:1761163200:R>, you can find queues. The days before reset, most people have capped their fatigue or are just waiting for reset, so it'll be rough finding any queues then.
