if you want to fix it you can redownload the cep modpack and replace the ModConfig.json

That's all just stuff that's meant to make the loadout look pretty. There's nothing in those "mods" they're just blank mods made so you can get those "headers" in the lists. The list should be sorted so it doesn't look like that but I guess something went wrong. Tbh load order doesn't really matter so you could just get rid of those blank mods if you want

For your actual problem, could you send a log file. I can't really say anything without that. Imo it is most likely that thee game's just taking a while to load since Reloaded will only wait 30 seconds before bringing up that pop up.

On the main page of Reloaded there's a View Log Files button that'll take you to a folder where the logs are. Just send the latest one
