I've never even tried modding but I want to get a couple of voice line files and found this guide (https://amicitia.miraheze.org/wiki/ACB) but I can't find files with that format and still don't get what I'm supposed to do, Is there a more extensive guide on the topic?

Amicitia Wiki
ACB

ACB is an archive format used in Persona 4 Golden, Persona Q, Persona Q2, Catherine Full Body, Persona 5 Dancing in Starlight, Persona 3 Dancing in Moonlight and Persona 5. It's always together with an AWB file and is used to store data such as Cue IDs and Cue Names. It can also store sound files (usually ADX or HCA) for the game to load into me...

As stated on that page:

It's always together with an AWB file
the AWB files are what store the actual sound files, generally. The ACB files store ID data.

You can generally find voice lines in data.cpk\sound\adx2 or data.cpk\sound\adx2\en (for japanese and english respectively) - they are stored in AWB files without corresponding ACBs.
btlhlp_k.awb has Teddie navigation lines, btlhlp_r.awb has Rise navigation lines, v(abc)(xyz) have voice lines for events, etc

the thing is I cant find those files, and I don't know their location, I've tried with D:/Steamlibrary/steamapps/common/P4G/data_cri/sound and there's only one file .ACF

do I need to modify the game in order to acces those files?

so you'll need to extract the contents of those cpks

#

you can do so using this handy tool

in this case, you only need to extract from data.cpk - reference the above paths I sent for reference. depends what you're looking for.

you don't have to extract the entirety of data.cpk, you can just extract what you want

if you are making a mod with this, you don't need to repack either, you can use Reloaded-II instead to avoid editing the base game files
