extract with fmodel then use one of the extensions linked here (matching your blender version)
you can copypaste the decryption key for fmodel from here

how do I import the textures?
you should be able to extract through fmodel like you did the meshes, though iirc you wanna right click to export as png?
after which you can stick them in a mat in blender
if you really need to add textures
which depends on what you actually need the model for i guess
its for a mod for a different game
its more of just a tedious process
yeah then youre probably going to be using mats for that game anyway instead of the ones that the model exports with
so just stick the textures in one such mat
its an older game so it still uses textures which means i need a png of it
