That sounds like it's the problem with expanded visual.tbl files maybe... Give me a sec and I'll build a version of persona essentials you could test that with

Could you try extracting this into your reloaded mods folder. After that also go into the p5rpc.modloader folder and delete the Cache folder that's inside of it (if there is one)

Basically if you press that the game will launch with mods even if you launch it directly from steam
If you didn't do that then launching through steam gives you a vanilla game

You don't want to have that ticked
If it's loading through reloaded whene launching through steam then you need to delete the asi loader file it would've put in your game's folder
Probably dinput8.dll maybe (I think there are a few potential names but that'ss what it was when I just tried)
Should be these two files you need to delete. dinput8.dll and Reloaded.Mod.Loader.Bootstrapper.asi
