I think there's a lot to say here but roughly speaking I'm confused behind the thought process on a lot of these changes.
For example: Chie now is kitted out as an ice mage, which was always Teddie's role? She already is very strongly focused on phys. Izanagi getting a full skill tree doesn't make much sense given you are supposed to fuse away the starter Persona (and P4G is terrible with that as is). etc
A lot of the changes made were to give more options for what the Party Members can be, for example I wanted it to be possible for you to build Chie as an ice mage instead of a Phys Focused attacker if you want to (Although her stats don't exactly want her to be).
Izanagi's changes were more personal as I like to do New Game+ Izanagi only runs occasionally. Plus it's a nice reward for keeping him on the team.
Long one, please bear with me. This is really not good. The attempt to make party members more balanced is commendable, but the mod makes some issues even worse than the vanilla game.
Protag and Enemy exclusive skills on party members are generally (not always) a terrible idea, they're exclusive for a reason.
Chie should not under any circumstance be an ice mage. It's just not her character role and she does not have the stats to support it. Even if you throw Nilfheim at her, Teddie will always be better, which he is, given you've even given him Cocytus Pain, and Chie has less Ice boosts.
The amount of skills learned is highly bloated. It creates too many options but due to the design of the party members a lot of them are actively making the character perform worse, making the choice of skills added seem picked at random. Skills all the way up to 99 is overkill as from the 70 to 99 range the only enemy you'd care about to combat is Margaret, and these new skills greatly reduce the game's difficulty.
Phys for Yukiko, just like Ice for Chie, makes absolutely no sense. Her strength stat is abysmal and the existence of these skills makes not only the skill slot wasted, but also the time slot at the bike.
Spell Master for Yukiko makes no sense whatsoever, even worse when paired with SP Favor. SP Favor is an enemy-exclusive skill for a reason, and Yukiko is one of the squishiest party members in the game in terms of HP. I understand turning her into a healing glass cannon, but you are effectively turning her into a healbot and nothing else by doing this, as she will never have the chance to actually do anything other than spam healing.
Kanji, just like Chie and Ice, Yukiko and Phys, has no business having Divine Grace as a skill. He is not a healer, and does not have the stats or SP to support this. This doesn't make him equal to other healers, it just makes him a messy kitted party member.
Kanji is already extremely tanky, Firm Stance is defensive overkill.
Recarmdra, a suicide skill, makes absolutely no sense with a physically-based party member, or any party member for that matter. It's enemy-only from P4 onwards with good reason.
Not too much to say about Teddie other than a lot of filler skills like the rest of the party members. Other than the blatantly OP Severe magic and Salvation, everything else can just get skipped and stick to vanilla skills.
Naoto's skillset just feels like trolling. All elements, all Phys and magic Severes, Hassou Tobi(??) and all element Amps in addition to SP Favor yet again, her kit is a complete mess and just amplifies what made her terrible in the base game, with the only real difference being that now at level 99 she becomes a meme character with the strongest protagonist-only skill in the game.
Izanagi not having a full skill tree is for good reason, Persona XP rates are abysmal. You'll never realistically level the Persona to 99 unless you grind for mental amounts of hours. It's not a bad moveset, but every single skill it adds is actually worse than Cleave, because through Cleave you can get God's Hand in Magician cards as early as Kanji's Dungeon, which is far superior to every other phys skill that you added to Izanagi's kit.
Thanks for the feedback I'll try and change a few skills around as I agree a lot needs to change, however I will defend my stances on some things.
Regarding Chie I've given my thoughts above, she was never designed to be a full blown Ice Damage character she just has it as another option you could use if you wanted build Teddie as a mostly Support based character.
For Yukiko, the most optimal strat might still be the one she has in base game, however with the edition of some skills you can change her to be a healing glass cannon if you wanted (although not exactly recommended) Her Phys skills were just aimed to create options for inflicting Ailments without needing an ailment slot, not exactly the best for endgame but can be somewhat useful early on.
I am open to making many changes to this mod, as I'm testing out in playthroughs what works and what doesn't so a lot of the issues you raised will be modified.
also Divine Grace is just there because it's strange he even has healing skills to begin with, so why not attempt to make them viable.

neither is Konohana Sakuya
The Mudo is there because of the persona user, not the persona
It's also not really a rebalance, it's just a change based on opinion
I was just going by Amaterasu’s name which means “The Great Divinity That Illuminates Heaven”

Yes, because Amaterasu is the Sun and Tsukuyomi is the Moon
There's no parallel to draw here because Chie's persona is not Tsukuyomi
They also hate each other's guts in mythology which would've been funny as fuck

Tsukuyomi is an Ice/Light Nahobino in SMTV
There's a fangame that makes a really good argument
Sonic RB2 Persona gives Penthesilea, a Ice type persona, to Blaze, a character that famously only uses Fire abilities
The reasoning is that the Ice is fitting of her true nature
In this case Yukiko reveals that yes, she is not all that gloomy, but the Mudo skills still reflect her serious and elegant nature when in combat
This is all irrelevant anyway it's a rebalance not a mythology fix

SRB2 Persona is amazing
Forgive me if I’m remembering wrong but in SMTV Tsukuyomi doesn’t seem to hate Amaterasu so I’m assuming that’s a SMT thing not a mythology thing
It's a mythology thing
Tsukuyomi killed Ukemochi, the Goddess of Food, when she prepared a meal by spitting it out
It disgusted him, so he killed her
this made Amaterasu so mad that they separated
creating the Day and Night cycle
Koshimizu doesn't really make reference to this because it wouldn't necessarily fit with SMTV
In some legends, it was Susano-o who did this, so the myths don't all apply to all stories
(Tao is also Amaterasu's Knowledge, so it would interfere with the story)
I know this a massive tangent we’re going on, but didn’t Amaterasu die before Tao was created? I’m not sure how it works in the SMTV story as I’ve not done all the routes but can a Gods Knowledge be born/created after a Gods death?
