I speculate that Makoto's design and her background were initially for Ranko. Then they eventually changed the name to Makoto and reused Ranko for a new character, if you know what I mean.

I think I need a timeline of which characters' names and settings have been changed over the course of the development.
Haru at least went through the change of her name twice (Ranko -> Masaharu -> Haru) and gender swap once. It's confusing.
